Environmental Assessment & Permitting

Federal, State and local governments play a significant role for the protection of the environment during the site selection and design of power projects.  Identification and mitigation of potential effects is key to obtaining the necessary approvals.  PEC permitting services are depended upon the location of the project and type of permits required.

State Environmental Policy Act

Prevention of Significant Deterioration of Air Quality

Water Quality and Water Appropriation

Army Corps of Engineers approvals and permits

State and local land use approvals

Compliance with state emissions standards

Fatal flaw analysis

Conceptual Engineering and Design

During the initial stages of project work, PEC can provide conceptual engineering services to allow for a complete project evaluation or the submission of regulatory submittals.  PEC provides conceptual physical design evaluations, including general arrangements, site plans, equipment layouts and renderings.

Development of an optimal energy facility configuration includes such things as:

Thermal Performance Analysis

Process Design

Cycle optimization

Interconnection agreement with transmission company

Transmission system interconnection and single line diagram

Electrical auxiliary system

Cooling water system

Coal and limestone handling systems

Demineralizer system

Service water system

Wastewater system

Ash handling system

Emission control

PEC provides conceptual general arrangements and site plans which can include:

Equipment Selection

Coal yard and conveyors

Electric substation facilities

Electric transmission lines

Plant Buildings

Renderings of the entire facility

Project Budgets

Development of project budget estimates are critical to the proforma business model that establishes the economics for the plant. PEC develops these estimates from the database of on-going construction projects:

Capital equipment cost

Construction cost

Engineering cost

Annual operation and maintenance cost

Project Schedules

Project schedules are developed to establish the synchronization of the power which is critical in minimizing liquidated damages specified by the lenders and off takers of energy. Total integrated project schedules can include:

Permitting

Regulatory activities

Public relations activities

Engineering activities

Procurement activities

Plant construction, commissioning, start-up activities

Transmission and substation construction
